Educated (B.D.) at John's College, Cambridge, England, he succeeded his father in the parish of Odell, but leaning towards Puritanism, was a length silenced for non-conformity. In May 1635 the shipping lists show the names of Peter Bulkley, aged 50, embarked in the "Susan & Ellin", and Grace Bulkley, aged 33, in the "Elizabeth & Ann". On the former, the names of Ben: Buckley and Daniell Bulkley, aged 11 and 9 respectively, appear in the list. Some of the children presumably came under fictitious names.

He lived in Cambridge, Mass., a while, then founded Concord, where he "buried a great estate" in the wilderness. A scholar, composer of Latin verses, author of the Gospel Covenant; served Concord as preacher until shortly before his death on 9 Mar 1658/9.504
